The Department of Planning, Housing and Infrastructure releases the Riverstone East Stage 3 Discussion Paper, Draft Indicative Layout Plan and Draft Development Control Plan for public exhibition on February 15 2024. Submissions close 14 March 2024.
In December 2022, the NSW Government announced Riverstone East Stage 3 would become an accelerated planning precinct under the $73.5 million Rezoning Pathways Program.
Located in the Blacktown local government area, Riverstone East Stage 3 is 378 hectares (including the Rouse Hill Regional Park), and is bounded by Schofields Road to the south, Windsor Road to the north east and First Ponds Creek to the west.
The Riverstone East plan will be delivered in three stages with stages 1 and 2 finalised in August 2016.
It identified the opportunity to develop 3,100 – 3,600 new dwellings as well as local amenities in Riverstone East Stage 3 including:
- two proposed schools on Guntawong Road and Riverstone Road
- a new community facility next to the village centre on Guntawong Road
- high residential densities (R4) close to Tallawong Station on the Sydney Metro North West
- access to essential infrastructure including water, sewerage and electricity, which is being progressively delivered.
Exhibition of the Draft Indicative Layout Plan
The Department of Planning, Housing and Infrastructure in collaboration with Blacktown City Council, has prepared the Riverstone East stage 3 draft indicative layout plan (ILP).
The draft ILP supports the development of housing within the area that will meet the needs of a well-connected and diverse community group, supported by local facilities and infrastructure.
The draft ILP for Riverstone East stage 3 is currently on exhibition for public review and feedback on the NSW Planning Portal. This process allows for the public to view the current draft ILP and provide formal feedback to be considered by the project team.

Community drop in sessions
During this time, community members are invited to attend face to face drop-in sessions with representatives from the Department of Planning, Housing and Infrastructure, and Blacktown City Council. Details below:

What’s next?
Public exhibition for the draft ILP and Discussion Paper will take place from 15 February to 14 March 2024 and will provide you with the opportunity to view and provide formal feedback on the plans.
Feedback received during the exhibition period will be reviewed and considered in finalising the plan by mid-2024. Once finalised, the land within the precinct will be rezoned and Blacktown City Council will become the consent authority for most new developments.
