Orchard Hills | The latest planning, rezoning and precinct information

In November 2022, the NSW Government announced Orchard Hills as a state-shaping precinct set to deliver thousands of new homes, shops, infrastructure and open spaces – all designed around access to a new metro station set to be opened in 2026.

About Orchard Hills

Orchard Hills is located west of Sydney and is a great place to live, and has good access to jobs, infrastructure and services. The new Sydney Metro – Western Sydney Airport line will catalyse opportunities for growth, enabling better connectivity to the new Western Sydney Airport and the rest of Greater Sydney. Orchard Hills offers a unique opportunity to carefully transition rural lands for new homes and a new community. It is approx. 8-12km from Penrith CBD and 48km from Sydney CBD. It is also located within 5km of major employment hubs, including the Western Sydney University Kingswood campus, together with the Mamre Road and Aerotropolis precincts.

It is envisaged that a rezoned Orchard Hills will deliver:

  • More homes with a greater mix of housing types such as dual occupancies, terraces and apartments.
  • Thriving public spaces including shops, services and entertainment.
  • Improved and new transport connections, including cycleways and walkways.
  • Better and new access to green and open spaces such as parks and parts of the Wianamatta-South Creek Corridor.
  • Better protection from environmental hazards such as bushfires and flooding.

The process so far

The department released a discussion paper to collect community and stakeholder feedback on the early findings and ideas. The discussion paper is about Orchard Hills, the existing community and what needs to considered when planning for its future.

The discussion paper was open for feedback from 18 November to 16 December 2022 and the Department is currently reviewing and analysing the feedback collected. You can view the discussion paper here.

What’s next?

The preliminary analysis and direction set out in the discussion paper will be further refined by the initial findings from the studies and comments received on the discussion paper.Feedback provided on the discussion paper will also inform the draft Orchard Hills Precinct Plan. It is anticipated he draft Orchard Hills Precinct Plan will go on public exhibition in 2023 and the community will again be invited to have their say.
